How do I turn my dispute into a claim at paypal?

This site is confusing the hell out of me pretty much what happened was I bought an item directly from a guy and he never sent me the item sooo I opened up a dispute and it says "You can escalate this dispute to a claim any time between" and it gives a date how do I do this? I don't see a make it a claim or w.e anywhere? Please help!
