Can a landlord make you responsible for putting window units in the house if it is not in my lease.?

I sent a letter to Section 8 regarding my unit not having air. All of a sudden the inspector tell me that the landlord only provide one window unit and that it was in my lease. So I looked at my lease and of course it wasnt there. So now I have been waiting for month for some feedback regarding that statement because my caseworker didnt see it in my lease either. Nothing was in writing regarding the landlord providing one window unit in the lease. And on top of that the window unit he is talking about was personally given to me by the previous tenant( my children's cousin). And I also have more problems with the unit that the landlord never fixed and I have been here since April. Only thing they fixed was a broken window. Now I want to get out of the lease before I have to be stuck here for a year with more problems.
