Do you think this is a bad precedent?

Yeah that's pretty crappy, especially if she has custody currently. Usually my state tries its best to side with the mom and if she loses primary custody, dad should be made to move back down here since she ended up here because of him in the first place. She needs a better lawyer because she shouldn't be made to leave nor lose her kids, as she's near three of the best hospitals in the country.
