Should I lease a car?

I don't travel very much. I drive my car less than 10,000 miles per year. Is it cost effective to lease a car? I hear alot of negative reports pertaining to leasing. For example: people getting stuck with an exorbitant bill as a result of the lease. Who would benefit from a lease car? What are the advantages and disadvantages?
