A call from a phone that is no longer in service?

i received a call that showed up on caller as DURHAM, NC and the number is 919-572-9875. i tried to call back but it says that the number is no longer in service. now how can they call from that number if it is no longer in service. also this is not the first time they have called and also call from a different number.
